A retired hero, Incredible Gassy is the hero we need. He has demonstrated great experience in combat and deception, and is on par with Gassy Soldier, a soldier with great weapons handling skills.

Farts
Bowser's primary ability is farts. Not only are they lethal and damage anyone nearby, but they can also be left in a location to harm anyone who passes by. He can also use them as nuclear bombs, as fire that disintegrates skin, leaving only a skeleton, and even to fly into space.

As seen above, Bowser Fart can use his gases to fly,
but he has also demonstrated the ability to float on his own

Bowser Fart can write fire or shoot it from his rear end; this fire is powerful enough to disintegrate someone's skin, leaving only their skeleton, or act as nukes.

Verdict
First of all, Power. And well, this aspect is quite clear from the start. Incredible Gassy is incredibly strong, capable of killing the player who can destroy wood, or by letting out farts larger than buildings and visible from the top of the city. But it hardly matters when Bowser Fart fights physically from the beginning, something Gassy doesn't do. Therefore, any blow from Bowser could kill him, but his gases can act like constant nuclear bombs, reaching kilotons. Bowser Fart even destroyed the planet, and could kill Gassy with any of his physical blows or planet- and city-destroying gases. This category applies to Bowser Fart.
Speed is where Gassy regains ground, as he visually travels faster than Bowser, and even managed to leave the galaxy in 8 seconds, calculated at 134 billion c, while Bowser Fart's best feat is going into space, at 0.033c, leaving Gassy as 4,060,606,060,606x times faster in both travel and reaction, being able to leave the planet to avoid the explosions reaching him, taking this category.
The next category is also relevant because both characters have allies they can rely on if trouble arises. Starting with Bowser, his other Bowsers are incredibly useful, possessing the same destructive capabilities and the ability to turn Gassy's allies against him by transforming them into Bowsers. Baldi can use his B-Soda to repel Gassy's allies. Gassy's allies are equally formidable: Gassy Soldier is highly experienced and skilled with weapons, his army of Gassys share his abilities and can also escape explosions, and Gassy can constantly create more copies, making their numbers even.
This category is a tie, as both characters' allies contribute equally. Most are identical to the original Bowser and Gassy, and their numbers can constantly grow, with Gassy creating new copies and Bowser transforming them into Bowsers.
The final category, the one that decides the winner, is the capabilities of their farts, their main abilities. On one hand, while Gassy's farts are incredibly useful, allowing him to fly much faster and farther than Bowser, levitate, and have an area of effect spanning kilometers, potentially affecting the entire planet and killing Bowser's allies, Bowser himself is able to resist his own gas, so it wouldn't kill him. Bowser's gas, however, is far stronger and more powerful, capable of mimicking nukes that destroy cities, and even destroy the planet! Gassy's only hope is to use his speed advantage to escape the planet, but that would leave his allies behind, and even then, survival isn't guaranteed, since Bowser can fly through space and go to another planet if necessary, so he wouldn't be incapacitated.
Since Gassy is much faster, could his gas do anything to win? Well, yes and no. Bowser is resistant to gases, but not to the liquid that instantly kills anyone who touches it, which could kill Bowser. The problem is making him fall into it, since Gassy is much weaker and couldn't move Bowser to make him fall. Furthermore, Bowser can fly, and destroying the planet and leaving the fight in space would eliminate the liquid, removing Gassy's only condition for victory. All of this, combined with a massive area of effect, the ability to transform Gassy and his allies into Bowser Farts just by looking at them, and his inability to die, makes this category a strong contender for Bowser Fart.
